Request For Proposal
Notice is hereby given that Vecinos, Inc. is seeking proposals for General Contracting / Construction Management at Risk Services to complete the construction of the proposed renovation and alteration of 19 Smoky Mountain Drive, Franklin, NC 28734. The building is approximately 16,354 gross square feet, and our goal is to convert the existing building from a flex office space to a multi-tenant community health facility that will offer services such as Primary Care, Women’s Health, Men’s Health, Dental, Behavioral Health, and other services targeted to the Latinx and farmworker community.
The new space will be called “SECU WNC Community Health Hub” and operated through partnerships with other organizations such as Blue Ridge Free Dental Clinic, The 30th Judicial District Domestic Violence and Sexual-Assault Alliance, Pisgah Legal Services, and other healthcare partners in Macon County.
The project is being funded by USDA and various other state and local agencies.
All proposals will be evaluated based on:
Project Approach: 10 points
Minority Participation Plan: 15 points
Qualifications and Personnel: 10 points
Proposed Project Price: 40 points
Subcontracting Plan: 10 points
Overall Completeness and Professionalism: 15 points
Total: 100 points
All bids are to be sealed and delivered to the owner on the bid opening date. The bid opening will be held on May 17th, 2024 at 12:00 pm.

How to fully respond to this RFP by submitting a proposal submittal
As directed within Section 3.0 of the RFP document, submit 1 sealed bid and all required/requested paperwork at the bid opening. Address for the bid opening and due date are noted below.

1. All proposals shall be sealed and delivered by 12:00 pm. Bid opening will be held at the West Asheville Library located at 942 Haywood Road, Asheville, NC 28806.
2. Proposals submitted after this day and time will not be accepted.
